COMMUNITY INVESTMENT

Linked to the planning permission for the development of Thorpebury, developer CEG, the landowner, Charnwood Borough Council, Leicestershire County Council and Leicester City Council signed a legal agreement which secures the delivery of infrastructure. This includes elements such as community, education and healthcare provision, affordable housing and transport improvements for example.

Education Provision

  • Sites are reserved for two or three primary schools to provide five forms of entry (places for 1050 pupils,) as well as financial contributions of up to £14.2million for 30 additional places and the construction of the schools
  • Secondary school provision for an extra 750 places will be secured.The extension of Roundhill on its existing site or the delivery of a new secondary school on Thorpebury site. There will also be financial contributions of up to £16.73milllion for construction

Community

  • There will be a community hall forming part of the community centre and indoor sports facilities. The Borough Council will confirm if a police facility and library hub should also be delivered within the community centre. There will also be a contribution of £237,110 towards library facilities. There will be a financial contribution of £1.256 million towards the construction of local premises for the Police
  • There will be burial space and land for gypsies and travellers within the development site and a civic amenity contribution for additional local waste and recycling facilities of £209,250
  • A community development worker will also be appointed to support the new community at the appropriate time

Healthcare

  • A series of financial contributions of up to £2.25million will be used to enhance existing facilities, alternatively, some of this may be used to fund the delivery of a GP surgery on the site.

Transport and Highways

  • New bus routes and bus infrastructure will be provided, along with financial subsidies for its operation
  • Travel Plans and Travel Packs will encourage sustainable travel choices
  • There will be highways improvements of circa £44million of on and off-site traffic management measures
  • Financial contributions towards walking and cycling improvements of up to £1.484 million

Public Open Space

  • This includes the delivery of parks, play facilities, indoor and outdoor sports facilities and greenspaces in accordance with a strategy to be agreed with the Council (the Public Open Space Strategy)
  • There will be 48 hectares of parks, 61 hectares of natural and semi-natural green space including woodland, as well as 10.5 hectares of amenity green space, allotments and play facilities and 29 hectares of outdoor sports activities and recreation, including playing pitches and tennis courts
  • These will be well-maintained by the appointed management company, with details of the management arrangements also agreed with the Council

Housing

  • 25% of the new homes will be affordable in accordance with the Affordable Housing Delivery Plan
  • There is also provision for 90 Extra Care apartments
