Plans for the first phase of the £450m Thorpebury development north east of Leicester are submitted

CEG, Davidsons, William Davis and David Wilson Homes have submitted reserved matters (detailed) planning applications to Charnwood Borough Council for the first phase of Thorpebury, the urban extension to the northeast of Leicester.

These submissions follow a site-wide phasing programme which sets out the framework for the delivery of Thorpebury, including new schools, shops, services, transport improvements and other facilities, which will be delivered, alongside new homes, as the wider scheme comes forwards.

Thorpebury was identified in Charnwood Borough Council’s adopted Local Plan 2011 to 2028. Outline planning permission has been granted for the wider development. It is designed around three distinct neighbourhoods and comprises:

  • Approximately 4,500 residential units, including family, first-time buyer, affordable and ExtraCare accommodation for the elderly
  • Approximately 13 hectares of employment land
  • Shops and services, healthcare facilities and new primary schools, within the main district and two local centres and a reserved site for a secondary school
  • 48 hectares of parks, 61 ha of natural green space including allotments, parks, play areas and open This will deliver biodiversity benefits through the delivery of new habitats
  • 29 ha of outdoor sports activities, including playing pitches and tennis courts
  • New footpaths/cycleways, including connections to existing communities such as Thurmaston
  • A package of early interventions and traffic calming in Barkby and Barkby Thorpe. A multi-million pound package of further transport improvements including a north-west link road betweenBarkby Lane/the A607 with a bridge across the railway line to reduce vehicle movements in the villages and a southern link road with an extension and improvements to Hamilton

The development is a £450 million private sector-led development. It is forecast to create 3,500 construction jobs and 3,500 permanent jobs within the development, secure £42m in New Homes Bonus and generate £35million in spending from new residents who will live and work in the area, benefiting local shops and leisure facilities.

Reserved matters (detailed) applications will be prepared for future phases and would be subject to further public consultation.

The site is adjacent to the Leicester Urban Area. It has been identified as a sustainable location to deliver new homes to meet population growth and the increasing number of households, as well as ensuring the area remains economically competitive.

Adjoining the city, it is close to existing employment, services and public transport links. Thorpebury will make a significant contribution towards meeting the Borough’s housing needs over the next 15 years.
